Taking into account what was said in the « Technology » section, we can consider that:

In a compressed-air or hydraulic engine P2 pressure is higher than atmospheric pressure in order to generate engine torque. P1 pressure is greater than atmospheric pressure because internal friction from the motive fluid generated by its discharge must be overcome.

Leaks will be fully or partly balanced on both sides of the blades.
