Considering what was said in the column "Technology", we can consider that :

In the case of a pump or a compressor, pressure P1 is below the atmospheric pressure, thereby creating a depression.

Pressure P2 is higher than the atmospheric pressure either because it has to overcome friction, or because a pressure is required on this side of the blade. 

The tolerated leaks will compensate depression P1.
